15TP043– Approve the Utility System Master Plan Update Population Projections |

Rapid City Public Works and Engineering is currently updating the Utility System Master Plan and has asked the Long Range Planning Division to assist by developing population projections to be used in the update. Projections have been developed for two areas: the Urban Services Boundary as defined in Plan Rapid City and the Metropolitan Planning Organization (MPO) boundary, for the years 2025, 2045, and 2115.For the Urban Services Boundary (USB) projections, Staff used historical Decennial Census Block population data from 1990, 2000, and 2010 to form the base data for the projections, and then projected the population using various common growth forecasting techniques (Arithmetical, Incremental, Geometric, and Average) to calculate low, medium, and high projections for each of the forecast years. For the Metropolitan Planning Organization boundary projections, Staff used historical Decennial Census county population data for Meade and Pennington counties from 1950 through 2010 and then factored the population based on the average percentage of the population that resides within the MPO area. The projections were developed using the same techniques as the USB projections, along with several average growth rate projections. The tables and graphs are attached.
